Joshua L. Schank is President and CEO of the Eno Center for Transportation, a non-profit foundation with the mission of improving transportation policy and leadership. Schank, who is an urban planner, has worked on federal and state transportation policy over a decade. Before joining Eno, he directed the National Transportation Policy Project at the Bipartisan Policy Center which proposed a new vision for the Federal role in surface transportation policy.
Dr. Schank was Transportation Policy Advisor to Senator Hillary Clinton during the development of the last surface transportation authorization bill (SAFETEA-LU). He has also worked as a Consultant with PB Consult and Senior Associate at ICF International in Washington, D.C., as well as serving in positions at the Office of the Inspector General’s in the U.S. Department of Transportation, and with the Metropolitan Transportation Authority in New York City.
Dr. Schank’s extensive work in transportation policy and planning is well documented in his publications, including “All Roads Lead to Congress: The $300 Billion Fight Over Highway Funding,” co-authored with Costas Panagopoulos and published by CQ Press in 2007. He holds a Ph.D. in urban planning from Columbia University, a Master of City Planning from the Massachusetts Institute of Technology, and a B.A. in urban studies from Columbia University.
He lives in Washington, DC with his wife Lindsey and his sons, Max and Jonah.

As Executive Director of Eno’s Center for Transportation Leadership, Dr. Barbara Gannon is considered a leading practitioner of executive education in the transportation community, designing and directing leadership development courses for the transit, tolling and highway sectors. In addition to course delivery, Dr. Gannon conducts research, needs assessments and facilitates strategic planning sessions and policy forums. Her deep knowledge of the transportation industry – the issues and the people, coupled with her training in psychology and experience as an educator, has resulted in lasting connections across the industry.
Prior to Eno, Dr. Gannon served as General Manager at the Endless Mountains Transit Authority, Operations Manager for the Port Authority of Allegheny County and Strategic Marketing Manager at Prime Computervision. She was also staff psychologist at Dana-Farber Cancer Institute and The Children’s Hospital in Boston and manager of Bernon Family School Liaison Program. She held a faculty appointment as a Clinical Instructor in Psychology at the Harvard Medical School.
Dr. Gannon is a licensed a psychologist and holds a Psy.D. in clinical psychology from the Massachusetts School of Professional Psychology. She also serves on the board of the Directors of American Public Transportation Foundation. Dr. Gannon earned her bachelor’s degree in education from the University of Kansas.

Pamela A. Shepherd is the Senior Director of Communications where she is responsible for all written, printed and electronic materials, as well as branding, marketing, publicity and photography. She is the editor of Eno Brief, the organization's monthly newsletter, and the web master. Prior to joining Eno, Ms. Shepherd was the Communications Manager for the College of Business Administration at Loyola Marymount University. She also previously served as Senior Manager of Media Relations for the Airports Council International-North America where she was the organization’s liaison to the White House regarding communicable diseases and nationwide pandemic preparations.
Ms. Shepherd is a member of the Public Relations Society of America as well as the Johns Hopkins University Marketing, Communication, and Publishing Career Network. She holds an M.A. in political communications from the Johns Hopkins University and a B.A. in journalism from Brigham Young University.

As Director of the Center for Transportation Leadership (CTL), Lindsey C. Robertson is responsible for the planning and execution of all courses from needs assessment research to program development and curriculum design. She serves as a course instructor and is the main contact for alumni. In addition, Ms. Robertson directs and executes the CTL courses for emerging professionals: the Leadership Development Conference, the National Parks Foundation Transportation Scholars Program, and the apprenticeship program for Pacific Western Transportation Corporation.
Since joining Eno in 2007, Ms. Robertson has assisted in the development and design of the Transit Mid Manager Seminar and the in-state courses for Pennsylvania and Texas Departments of Transportation. She also coordinates Eno’s policy forum discussions, supports Eno’s Board of Directors and Board of Advisors, and builds and maintains relationships with constituents and course alumni. Ms. Robertson earned a bachelor’s degree in English from Marymount University where she was a member of Sigma Tau Delta and Delta Epsilon Sigma Honor Societies. She is a member of the Young Professionals in Transportation.

Melissa Paradis, Eno’s Program Coordinator, assists in and supports the planning and production of materials for meetings and courses for the Center for Transportation Leadership. Other duties within the CTL include marketing courses and helping develop strategies for continued alumni engagement.
Ms. Paradis belongs to the Young Professionals in Transportation and is a member of the American Public Transportation Association’s Human Resources and Marketing Committees. She is also involved in the American Marketing Association and volunteers with networking and outreach events. She recently received a Nonprofit Marketing Research Scholarship from the American Marketing Association Foundation to apply to marketing research related efforts within Eno.
Prior to joining Eno, Ms. Paradis graduated from the University of Kansas with a bachelor’s degree in business and marketing. While in school she served as a marketing intern with Key Dynamics Chiropractic where she wrote articles and designed ads, coordinated charity events within the community and worked to establish partnerships with other organizations.
Paul Lewis

Paul Lewis is Policy and Strategic Finance Analyst where he handles Eno’s policy research and strategic finance decisions. Prior to joining Eno, he conducted research at the Massachusetts Institute of Technology on productivity improvements in the U.S. freight railroad industry; he also conducted research and analysis of high-speed and high quality rail in the Basque region of Spain. Additionally, Mr. Lewis worked with a team to develop preliminary engineering and business plans on the feasibility of a small Wind Farm on the Ohio Northern University campus.
He is fluent in Spanish and holds an M.S. in transportation from the Massachusetts Institute of Technology and a B.S. in Civil Engineering from Ohio Northern University.
