Tom Downs is president and chief executive officer of the Eno Transportation Foundation. A nationally recognized leader in transportation policy, Mr. Downs has led several highway, rail, and transit organizations during his distinguished 30-year public service career. From 1993 to 1998, he was chairman and chief executive officer of Amtrak, where he was credited with completing the electrification of the Northeast Corridor, and helping Congress to create a $2.4 billion trust fund for the nation's passenger railway system.

Before joining Amtrak, Mr. Downs served as commissioner of transportation for the State of New Jersey and chairman of the New Jersey Transit Corporation, where he oversaw the restructuring of New Jersey Transit management and expanded the state trust fund's financial capacities. He was previously president of the Triboro Bridge and Tunnel Authority. In this capacity, Mr. Downs played an integral role in decentralizing the Authority's management structure and beginning the process of implementing electronic tolls.

As city administrator and director of transportation for the District of Columbia during the 1980s, Mr. Downs oversaw the restoration of Union Station. Mr. Downs' other career highlights include his service as executive assistant to the secretary at the U.S. Department of Transportation, as associate administrator for planning and budget at the Federal Highway Administration, as executive director at the Federal Transit Administration, and as director of the University of Maryland's National Center for Smart Growth. He is a White House Fellow and a fellow of the National Academy of Public Administration. Mr. Downs received his bachelor's degree from Rockhurst University and master's degrees in political theory and public administration from the University of Missouri and the University of Kansas, respectively.
